MCE's Business Counselor will be responsible for the following tasks:
This position will be a responsible for covering Baltimore City and Baltimore Counties. They will be responsible for:
- Business counseling and business development services for Baltimore businesses.
- Liaison with Chambers of Commerce, Economic Development Offices, SBDC', Community Colleges and any other resources to get MCE's presence known in Baltimore.
- Be proactive in meeting Main Street Businesses and handing out MCE's brochures in the target area mentioned above.
- Become an active member of the Chambers of Commerce and attend business after hours, membership meetings, ribbon cuttings and other such outreach activities.
- Assess current business needs and coordinate appropriate business education and training programs.
- Assist loan officer to assess potential borrowers needs, refer them to resources, & manage their case to assure a completed loan application.
- Coordinate and conduct site visits of existing businesses applying for loans.
- Work with MCE's loan officer to package loan applications.
- Maintain a proactive role in ensuring that borrowers are up to date on their loan payments.
- Provide business counseling and referral to borrowers with late payments and other problems and coordinate collection efforts
- Input Client data in MCE's database and keep track of new businesses counseled, outreach provided etc.
- Provide Technical assistance to MCE's borrowers with business counseling, computer assistance, financial and business development, if and when necessary
- All other duties assigned by Executive Director
QUALIFICATIONS:
- Bachelors and/or Masters Degree in Business
- And/or 5 years experience as a business Counselor/Consultant
- And/or 10 years experience running a profitable small business
- Applicant must possess excellent business sense
- Must demonstrate knowledge of and experience in the development of business plans and cash flow projections and must be able to work with a diverse group of clientele
- Possess Public Speaking skills
- Must have knowledge of resources available to assist small businesses
- Must possess excellent oral and written communication skills
- Proficiency in Microsoft programs such as Word and Excel
- Must be able and willing to travel and meet businesses

Vice President for Policy

The Center for Community Progress, a national non-profit, capacity building, policy and advocacy organization that helps communities prevent and reuse vacant, abandoned, and underutilized properties, is seeking to hire a Vice President for Policy, to fulfill the following responsibilities:
- Preparation of memoranda of law, policy, and systems related to discrete topics by state such as property tax foreclosure procedures, land banking, vacant and abandoned property ordinances, and mortgage foreclosure procedures;
- Drafting of state legislation and local ordinances;
- Coordination and direction of state and local legislative initiatives;
- Preparation of analysis of federal legislation and federal programs;
- Provision of technical assistance to state and local governments;
- Supervision of summer interns and limited appointment Fellows in Law and Public Policy, and;
- Such others matters as may assigned or requested by the COO.
The preferred candidate must have a competency in legal research and legal analysis, particularly with respect to state and local government law, legal aspects of real estate finance, particularly mortgage foreclosure law, in legal aspect of state legislative process, proficiency in facilitating local and state networks and coalition and proficiency in legislative advocacy, including legislative testimony.
Bachelor's Degree and J.D. degree are required, with active and on-going membership in a state bar. A minimum of 15 years of experience in planning, community development, public administration or related field is preferred. Salary range $90,000 - $105,000.
We have offices in Flint, Michigan, Washington, DC, and New Orleans. This position can be located in our Flint, Michigan or Washington, DC office. We will consider telecommuting, as well.

The Central Maryland Transportation Alliance is a non- profit, coalition of business, philanthropic, non-profit and institutional organizations. The scope of work includes the following:
- Research to support the Transportation Alliance's initiatives. This includes, but is not limited to our ‘Let's Get to Work' initiative to enhance service on MARC commuter rail, transit-oriented development, transportation funding, and benchmarking the region against national peers;
- Maintaining the Transportation Alliance's communications systems such as web content, Twitter, Facebook, e-mail newsletters, or letters;
- Assisting with the development of advertising and marketing for the organization and its initiatives;
- Assisting with preparing presentations for audiences including elected officials, other non-profit advocacy organizations, economic development professionals, business leaders, etc.;
- Representing the organization at meetings;
- Other duties as assigned. In an office environment with a small staff, all personnel, including the Research Assistant are asked to be flexible about covering various duties as they come up.
REQUIREMENTS
- BA or BS degree with relevant coursework in public policy, environmental science, marketing, communications, geography, urban planning, or related fields;
- Proficiency with Microsoft Office, particularly with word processing and organizing data in spreadsheet format;
- Experience with quantitative analysis of data is preferred;
- Familiarity with transportation and its connection with economic development, urban planning, and environmental issues is preferred;
- Proficiency with social media such as Twitter and Facebook and web outreach, experience with management of a web site is a plus.

LEDC SYNPOSIS
The Latino Economic Development Corporation (LEDC) is a private, non-profit 501(c)(3) community development corporation founded in 1991. LEDC's mission is to drive the economic and social advancement of low- to moderate-income Latinos and other D.C. area residents by equipping them with the skills and tools to achieve financial independence and become leaders in their communities.
POSITION SUMMARY
One of LEDC's most important services to small businesses is our micro-loan program. LEDC currently lends up to $50,000 for small or emerging businesses unable to obtain financing from mainstream banks. The goal of the program is to provide first step financing to promising entrepreneurs increasing their capacity to create wealth for their owners and economic opportunity for the communities they serve. Many businesses in low-income parts of the city are unable to grow for lack of capital. We provide financing to such businesses, helping cleaning companies, carry-out restaurants, hair salons, and the like to start or grow their businesses.
ESSENTIAL JOB DUTIES/RESPONSIBILITIES
- Develops, Evaluate and Present to the credit committee loan recommendations for existing and prospective customers.
- Negotiate to properly structured and priced loans consistent with the LEDC's credit policies and lending practices.
- Prepare effective packages for credit approval circulation and to present packages to the required level of credit authority.
- Maintain close customer contact to ensure continued satisfaction, and to follow or anticipate additional financing needs.
- Monitor and report changes in credit quality.
- Attend loan closings to ensure loans are properly closed.
- Effectively track portfolio quality of his/her portfolio including contact clients with past due payments
- Ensure that LEDC is in possession of current financial information and that the information has been properly analyzed and on file, and that proper and complete credit files are on hand.
- Participate on promoting LEDC products and services
- Believes in and promotes the LEDC values, mission and culture, both internally and externally.
- Responsible for the total customer relationship.
- Develop LEDC pre and post loan technical assistance for lending clients
EDUCATION AND EXPERIENCE REQUIRED
- Bachelor's degree, preferably in Accounting or Finance.
- One or more years of experience with a commercial lender
- Strong verbal and written communication ability and organizational skills.
- Proficient on computer skills using Microsoft Word, Excel, Power Point and Outlook.
- Good level of interpersonal and social skills needed to interact with customers or prospective clients. Good time management skills

POSITION SUMMARY
The Senior Loan Officer for Commercial/Multi-family loans markets BCL loan programs, identifies potential new customers, originates loans to prospective borrowers and recommends loans for approval to the President/CEO and Loan Committee. The Senior Loan Officer provides technical assistance to prospective applicants while determining program eligibility and performing thorough project and credit analysis in conformance to loan policies, procedures and underwriting criteria and coordinates closing of approved loans with legal counsel. Senior Loan Officer works with construction inspector and makes periodic site visits during construction. He/she will also work with the finance and portfolio team on construction draws, delinquencies, loan workouts and modifications as needed. The Senior Loan Officer reports directly to the President/CEO and performs such other duties and responsibilities as assigned by the President/CEO or the Loan Committee. Employee must meet annual performance goals as set by President/CEO and Board.
QUALIFICATIONS AND EXPERIENCE
Minimum undergraduate or college degree with five (5) or more years experience including 1) a verifiable track record of success proactively networking in pursuit of new business development; 2) lending and credit analysis experience, preferably in real estate development finance and/or construction lending; 3) work experience in community development and/or affordable housing and 4) strong communication, writing and proficient computer skills including Microsoft Excel, Word, Power Point and Outlook.

Energy Auditor/Environmental Assessor
Coalition to End Childhood Lead Poisoning

The National Coalition to End Childhood Lead Poisoning seeks an energy auditor and environmental assessment professional to perform home-based energy audits, environmental assessments and inspections for the Coalition's Green and Healthy Homes Initiative. This key position aims to help the Coalition reduce energy loss and home-based environmental health hazards in the homes of clients. The goal of the Green and Healthy Homes Initiative is to utilize a single stream assessment and intervention model to create safe homes for children that are free of lead hazards, asthma triggers, safety hazards, and that are weatherized and energy efficient.
ESSENTIAL DUTIES of this position include but are not limited to:
- Coordinate and conduct home-based energy audits and environmental assessments;
- Develop Scopes of Work for Healthy Homes (lead hazard reduction, mold/moisture remediation, appliance venting, integrated pest management, allergen reduction, indoor air quality, household injury prevention), energy efficiency, and weatherization interventions;
- Perform indoor allergen testing in Program properties;
- Coordinate and collaborate with Green and Healthy Homes team members: Program Manager, Environmental Health Educator, Hazard Reduction Crew Members, housing and health departments, nurses, public health professionals, community organizations, and referring agencies;
- Provide basic outreach and education information to clients on risk awareness, prevention techniques, and prevention resources for home-based environmental health hazards in target communities;
- Install Safety Kit items to reduce household safety hazards in Program properties (smoke alarm, CO detector);
- Report data in compliance with standards and regulations and maintain responsibility for project reports;
- Monitor achievement toward Program goals, and make recommendations towards overcoming Program barriers;
- Participate in weekly and other team meetings as appropriate;
- Support broad mission and policy efforts and initiatives of the Coalition;
- Other duties as assigned related to organizational mission and programs.
REQUIREMENTS
- BPI or RESNET certification desired, but not required;
- Minimum of two years of experience in performing home energy audits or in a relevant field required;
- College degree required;
- Knowledge and professional experience conducting home inspections or addressing environmental hazards- particularly indoor air quality, lead, mold/moisture, and/or safety hazards;
- High proficiency in Microsoft Office Suite;
- Excellent organizational and time management skills;
- Excellent interpersonal communication skills and ability to work independently and in a team environment;
- Spanish speaking skills helpful, but not required;
- Professional, positive work ethic and desire to make a difference;
- Candidate must have own vehicle for transportation.
